Head of Office of the General Secretary / Senior Advisor to GS

The Head of Office of the General Secretary, also serving as Senior Advisor to the GS, is a senior role within Public Services International, the global federation that brings together more than 30 million public‑service workers through affiliated unions. PSI works to improve public services, safeguard employee rights and advance social justice worldwide. Day‑to‑day duties involve steering the federation’s governance framework, ensuring that constitutional entities operate smoothly across departments and regions, and advising on compliance with the charter. The role also designs and executes communication strategies for affiliate engagement, handles political dimensions of those relationships, and processes external requests. Continuous scanning for internal and external risks and opportunities, aligning work programmes with strategic goals, and supporting the General Secretary and senior management in organisational planning are core tasks. In addition, the incumbent prepares speeches, briefing notes, policy drafts and other strategic documents, and provides political counsel to the GS while coordinating briefings, travel preparations and liaison with staff, affiliates and partners. Candidates must hold a university degree in social sciences, law, public policy, labour studies or a comparable field, and bring at least five years of experience in the trade‑union movement, a political party, government or a similar arena at national, regional or global level. A minimum of two years in a governance capacity within a membership‑based organisation is required, together with proven ability to support senior leaders in political or union contexts.
