The Overseas Development Institute’s ODI Fellowship Scheme 2026‑2028 offers a two‑year, fixed‑term placement for early‑career professionals to serve as civil servants in governments across Africa, Asia, the Caribbean, the Pacific and the Western Balkans. Fellows join ministries of finance, planning, health, education, central banks, statistics offices and regulatory agencies, working directly under local managers and gaining practical experience in development policy and public service within low‑ and middle‑income settings. Day‑to‑day work involves applying economic and statistical knowledge to real‑world challenges, analysing data, interpreting results and solving problems that inform public‑sector decisions. Fellows must communicate complex ideas clearly to non‑technical audiences, both in writing and verbally, while navigating resource‑constrained environments with resilience, cultural sensitivity and adaptability. Candidates should hold a postgraduate qualification in economics or statistics and demonstrate a solid grasp of theory, strong analytical abilities, proficient IT skills and fluency in English. Relevant work or voluntary experience, a clear interest in public policy and personal qualities such as humility and the capacity to thrive under pressure are required. Prior exposure to development or government work is advantageous but not essential. The programme welcomes applicants of any nationality and actively encourages LGBTQ+ and disabled candidates to apply. Successful fellows receive a net compensation of roughly £32,600 in the first year and £34,600 in the second, including a housing allowance that reflects local cost of living. Since its inception in 1963, the scheme has placed more than 1,300 fellows worldwide, and governments continue to seek participants, underscoring the high level of responsibility and impact the role provides.
