The Systematic Observations Financing Facility Secretariat (SOFF) is looking for a Partnerships Officer at the P.3 level on a two‑year contract. The role sits in the Partnerships Section and reports to the Deputy Director/Head of Partnerships, while the overall direction comes from the SOFF Secretariat Director. The officer will help shape and execute SOFF's strategy for attracting and managing public‑sector financing, working with sovereign donors, development agencies, climate‑finance institutions and other public partners. On a daily basis the incumbent will assist in refining the Resource Mobilization Strategy, drafting annual and multi‑year plans, setting targets and defining outreach priorities. The job involves analysing trends in official development assistance, climate finance and philanthropic giving, and feeding this insight into strategic decisions. The officer will also map and rank potential public funders, build prospect profiles, and keep the donor pipeline up‑to‑date in the organisation's CRM system. Key tasks include preparing customised funding proposals, briefing notes and pitch decks for prospective partners, as well as following up on outreach activities and donor consultations to move prospects through the pipeline. The role also covers stewardship of existing funders: producing regular updates on SOFF results, organising briefings and events, and maintaining accurate records of interactions and commitments. In addition, the officer will supply resource‑mobilisation inputs for governance bodies such as the Steering Committee and Advisory Board, ensuring that information presented is consistent and aligned with SOFF priorities. The position requires a solid academic background and extensive professional experience. Candidates must hold a master's degree, or an equivalent first‑level degree plus two years of relevant work, in finance, economics, business administration, development studies, international relations, environmental studies, public policy or a related discipline. At least five years of progressively responsible experience in fundraising, partnership development or development finance is essential, together with a proven record of securing sizable contributions from public or institutional donors. Experience in designing fundraising strategies, drafting donor proposals and managing CRM or pipeline‑management tools is also mandatory. Existing networks with sovereign donors or related philanthropic organisations are considered a valuable addition. What the role asks for: - Master's degree in finance, economics, development or related field - Minimum five years of resource‑mobilisation or fundraising experience - Proven record of securing significant public or institutional funding - Experience designing and executing fundraising strategies or campaigns - Skilled in preparing proposals, briefs and investment case documents - Proficient with CRM systems and donor pipeline management tools - Nice‑to‑have: professional networks with sovereign donors and philanthropies
