SR Construction Manager

The Senior Construction Manager will operate out of Bern, Switzerland, supporting the Department of State’s overseas building program. The position works within the OBO (Overseas Buildings Operations) framework, reporting to the Project Director and collaborating with the OBO Construction Management leadership to oversee foreign construction efforts. Daily duties involve guiding the project team, ensuring safety plans meet both U.S. Army Corps of Engineers standards and host‑nation regulations, and supervising contractors to keep work on schedule, within budget, and compliant with quality criteria. The manager reviews design documents, permits, and submittals, coordinates changes through the Contracting Officer, and validates that contractors maintain proper records and as‑built drawings. Additional tasks include preparing progress reports, maintaining a daily log, tracking payment requests, and supporting contract negotiations and claims. The role also requires liaison with local engineering firms, the post’s safety officer, and the Contracting Officer Representative to resolve technical issues and keep the project moving forward. The assignment lasts roughly twenty months, with the possibility of continued work under the same program. Based in the Swiss capital, the posting offers the chance to work on high‑visibility diplomatic construction projects and to interact with a multinational team of engineers, contractors, and government staff. The position is contingent on the award of the contract, and the successful candidate will gain exposure to complex overseas construction management within a government environment.
