The World Meteorological Organization (WMO) is looking for a professional to conduct an independent review of its readiness for accreditation with the Green Climate Fund (GCF) and reaccreditation with the Adaptation Fund (AF). The WMO aims to broaden its funding sources by engaging with these climate finance mechanisms, which will support its members' weather, climate, and water initiatives. The main tasks involve reviewing and analyzing the accreditation frameworks of both the GCF and AF. This includes examining fiduciary standards, legal and governance requirements, environmental and social safeguards, gender policies, and other relevant criteria. The role also requires assessing WMO's current policies and procedures to identify areas of compliance, partial compliance, and non-compliance. Additionally, the professional will provide strategic recommendations to address any gaps and prepare a comprehensive final report outlining the findings, risks, and a roadmap for successful accreditation. To qualify, candidates must hold an advanced degree in law, international finance, public policy, environmental management, or a related field. Alternatively, a first-level university degree with extensive relevant experience is acceptable. Proficiency in English is essential, as is experience in evaluating international organizations against their institutional standards. Familiarity with the accreditation frameworks of the GCF and AF is crucial. Nice-to-have skills include a strong understanding of good international practices and the ability to consider the specific context and governance framework of the WMO. The role may involve travel to WMO Headquarters in Geneva, Switzerland, for up to two missions. The assignment is expected to last 45 days over a three-month period.
