What is an alternative to the paper RAV form?

The alternative is the eService called «Arbeitsbemühungen» on job-room.ch: the same official monthly return of your job-search efforts, free, and transmitted to your RAV (the regional employment centre) automatically. Both routes are equally valid, because Art. 26 para. 2 AVIV prescribes a deadline, not a medium — the proof must reach the competent office by the fifth day of the following month. Paper stays the right route when the portal is down, when you have no AGOV login, or when your canton names a different channel. A private tool, ours included, replaces neither.

Only your RAV and the ruling of your unemployment fund are binding, and every case is assessed individually. This text is editorial, not legal advice.

This matters more for people who moved here than for anyone else, and for one blunt reason: the official form exists in German, French and Italian only. There is no English version. Whichever route you pick, the vocabulary you are filing in is not your own.

What follows is checkable: what is actually printed on the form, why the official paper procedure starts on a computer rather than with a pen, what the eService adds, and what happened in the winter of 2025/26 when both portals were switched off for nearly three weeks. Status: 24 August 2026.

In the footer of each language edition of the form «Nachweis der persönlichen Arbeitsbemühungen», next to the form number and the date 09.2019, there is a figure: German 300,000, French 200,000, Italian 75,000. All three downloaded from arbeit.swiss on 24 August 2026. There is no English edition.

  • A deadline, not a medium. Art. 26 para. 2 AVIV requires the proof «for each control period by the fifth day of the following month or the first working day thereafter». The ordinance never names a form, a portal or a file format.
  • The eService sits inside Job-Room. According to the Job-Room user guide published by RAV Basel-Stadt, recorded efforts are transmitted to your RAV automatically overnight from the 5th to the 6th — there is no send button to forget.
  • It needs three things first: you must be signed on with an RAV, registered for Job-Room, and hold an AGOV login (the passwordless Swiss authorities login, confirmed with an app or a security key). Signing on with the employment service itself works without a Job-Room account.
  • The paper form has not been withdrawn. arbeit.swiss still offers it for download, and the canton of Basel-Landschaft writes plainly that you «can also download the relevant form here, as before». Cost: none.
  • The paper route starts on screen. arbeit.swiss instructs: download it, «open the form in Acrobat Reader (not directly in your browser)», «complete the form on your computer» — because «the ALK will scan the form using character recognition software» — then print, sign and send it.
  • The deadline is printed across the top of the sheet itself: submit to the RAV by the fifth day of the following month. The edition is dated 09.2019 and has not changed since.
  • German, French and Italian only. There is no English edition: the English pages of arbeit.swiss list the German forms, and no English file exists behind the download path.
  • An outage does not move the deadline. When Job-Room and every eService were switched off from 19 December 2025 to 6 January 2026, 5 January still applied to December's efforts; the canton of Vaud named email, post and the ORP letterbox as the ways to get them there.
  • Nothing kept in a private tracker counts. What counts is what is recorded in Job-Room or submitted to the RAV.

What is actually printed on the sheet

The form is called «Nachweis der persönlichen Arbeitsbemühungen» — proof of personal job-search efforts — and it is issued by SECO, the federal economics secretariat. Anyone treating it as a legacy artefact is mistaken: the edition is dated September 2019, it has not been revised since, and arbeit.swiss still lists it among the forms for jobseekers. It is not the old form. It is the form.

Above the table, in bold, sits the instruction: submit to the RAV by the fifth day of the following month. Below it, one row per application, with columns for the date, the company and its address, the contact person and phone number, the job title, whether the RAV assigned you to it, the workload as full-time or a part-time Pensum in per cent, how you applied, and the outcome. At the foot: a date, your signature, and a line for enclosures.

The most revealing part is the boxed «Hinweis» at the end of the first page, because it compresses the whole obligation into four citations. You must do everything that can reasonably be expected of you to avoid or shorten unemployment, if necessary outside your previous occupation (Art. 17 AVIG). That duty applies «already before unemployment begins» — during your notice period, in other words. The deadline comes from Art. 26 AVIV, with the consequence that anything submitted later cannot be taken into account unless you have an excusable reason. And suspension of entitlement runs to a maximum of sixty days (Art. 30 AVIG), while false or incomplete statements are punishable (Art. 105 ff. AVIG).

If you arrived recently and want the shortest accurate summary of what this system expects of you, it is not a guide. It is that box, on a sheet you already have to fill in.

The paper route begins on a computer

Most people hear «paper» and picture a pen. The office advises against exactly that. For its downloadable forms, arbeit.swiss sets out four steps: download the PDF and save it locally; «open the form in Acrobat Reader (not directly in your browser)»; «complete the form on your computer» — and it gives the reason, that the unemployment fund «will scan the form using character recognition software»; then print it out, sign it and send it with all supporting documents.

There is a fifth instruction that is easy to skim past: «download a fresh copy of the form for each application, to ensure you are using the latest version». A PDF saved once and reused every month is not what is intended.

One distinction belongs here. That procedure appears on the page covering forms for unemployment benefit and names the ALK, the unemployment fund, as the recipient. The proof of job-search efforts goes to the RAV instead — that is printed on the sheet itself. Two different offices, one shared instruction about how to fill things in.

So the honest description of the paper route is: filled in digitally, delivered physically. The difference from the eService is not pen versus keyboard. It is the last thirty centimetres.

What the eService adds

Inside Job-Room the relevant area is called «Arbeitsbemühungen». You record each application, you can open any month and see what is already in it, and — the decisive part — the RAV Basel-Stadt user guide states that recorded efforts are transmitted to your RAV automatically from the 5th to the 6th of the month. No send button to forget, no postal delay to misjudge.

For vacancies published in Job-Room itself there is a shortcut called «Übernehmen»: one click in the advert and the title, employer and location move into your efforts without retyping. Anything you found elsewhere is still typed in by hand.

The price of admission is access. You need to be signed on with an RAV, registered for Job-Room, and to hold an AGOV login. arbeit.swiss states the boundary explicitly: certain eServices and functions in Job-Room are available only to jobseekers who have signed on with the RAV and registered for Job-Room, and online submission of job-search efforts is one of them. Signing on with the employment service, by contrast, can be done through Job-Room without an account.

How the cantons rank the two routes shows in Basel-Landschaft. Its online counter says of the electronic route that it ensures «you always submit your job-search efforts to the RAV on time» — and immediately afterwards that «you can also download the relevant form here, as before». Both phrases are translated from the German original. Cost: none. In Geneva the cantonal office frames the benefit differently: the monthly return of your job searches runs through the eService platform, so nothing has to go to the office by post.

When paper is still the better choice

The winter of 2025/26 turned the theoretical case into a real one. Because the unemployment funds were moving to a new payment system, Job-Room and every eService were out of service from midday on 19 December 2025 until 6 January 2026. The canton of Fribourg put it flatly: the form «Nachweis der persönlichen Arbeitsbemühungen» had to be handed to the RAV via Job-Room, by post or in person by 12:00 on 19 December.

Vaud went further in its FAQ and answered the question everybody was actually asking — could December's efforts be filed on 6 January, once the portal came back? «Non. Le délai sera dépassé.» No, the deadline will have passed. Anyone not finished by 19 December had until 5 January to get their efforts to their adviser «by email, by post, or by putting them directly in the ORP's letterbox» — and the canton linked the downloadable form on the same page.

The general rule follows from that, and it holds outside announced outages too: a portal failure does not move a deadline. Paper is the fallback that works without a login, which makes it a different choice rather than a worse one.

Other cases favour the sheet as well. If you have no AGOV account and do not want one, the eService is closed to you. A fresh Job-Room registration can take up to 24 hours to become active, according to the Basel guide — worth knowing if you register on the 4th. And if you would rather hand over something signed and keep a copy, you hold evidence that a portal does not give you.

Federal deadline, cantonal channel

Art. 26 AVIV is short. Paragraph 1 requires targeted job-search efforts, «as a rule in the form of an ordinary application». Paragraph 2 sets the deadline. Paragraph 3 obliges the competent office to check the efforts every month. A form, a portal or a file format is mentioned nowhere.

That is precisely why practice differs from canton to canton, and why «paper or online?» ends up being a question for your own RAV. Basel-Landschaft offers both routes side by side at its online counter. Fribourg named Job-Room, post and personal delivery during the outage. Vaud named email, post and the letterbox. Geneva emphasises that the eService removes the postal route to the cantonal office.

For anyone who moved here, or who commutes across a border to work, this is the point no international guide explains: the return does not go to a national agency, it goes to the RAV of your canton. The deadline is identical everywhere; the route to it is not. What binds you is your canton's page and your adviser's instruction, not what someone in a forum describes as normal.

The language question is part of the same picture. The form is published in German, French and Italian. Look for the forms on the English pages of arbeit.swiss and you will find the German ones. If your Swiss working life runs in English, this monthly return is one of the places where it does not.

Where SwissJobs.app fits — and where it explicitly does not

We are not an alternative to the form, and we are not an alternative to Job-Room. What you record with us has no legal effect whatsoever: it is transmitted nowhere, checked by nobody, and counts in no control period. We state that bluntly because a misunderstanding here costs benefit days.

What we do is the preparation. That is exactly the material that otherwise has to be reconstructed out of a sent-mail folder on the fifth of the month — and reconstruction is the real reason returns go in incomplete.

What we do not do belongs in the same paragraph. There is no transmission to the RAV, no export into the official form, and no hand-off into Job-Room. Applications you sent elsewhere you add yourself. Getting from the tracker to the official return is still copying — only from a complete list rather than from memory.

So the recommendation is awkwardly simple. If you have an AGOV login, use the eService, because automatic transmission removes the one failure mode nobody plans for. If you do not, or the portal is down, or your canton names another channel, use the form and deliver it the way your RAV asks. Both are correct. Only late is wrong.
